How should Rastatt develop by 2036? What is going well? Where is there a need for action? The city administration, political committees and citizens have answered these questions together. All the results of the analysis can be found in the Rastatt 2036 Integrated Urban Development Concept (SEK). Key objectives were formulated for five different fields of action. The Institute for Urban Planning and Social Research Weeber+Partner (Stuttgart) was commissioned to draw up the concept.
What is the purpose of the urban development concept?
If you want to shape the future, you have to set goals. The Rastatt 2036 integrated urban development concept formulates fields of action and key projects. It therefore forms the strategic basis for future municipal policy decisions. A SEK is also an important prerequisite for the approval of funding, for example for redevelopment areas. The Rastatt project is supported by the Baden-Württemberg Ministry for Regional Development and Housing as part of the "Gaining space through inner-city development" program
What does "integrated urban development" mean?
Rastatt already had concepts for many topics, for example in areas such as village development, integration and sport. The integrated urban development concept builds on this, bundles all individual concepts and links them together. Overarching strategies with key objectives and key projects were coordinated with one another.
How was the concept developed?
The municipal council approved the development of the FSPC in July 2020. In addition to the specialist departments of the city administration, the population in particular was involved in the process. An extensive public survey was carried out in the run-up to the kick-off event at the beginning of May 2021. Rastatt residents were also able to actively participate in a participatory workshop in July 2021. The municipal council first discussed the results at a closed meeting in February 2022 and finally adopted the concept unanimously in July 2022.

What strategies have been developed?
Six overarching strategies were formulated for the five fields of action:
- Building on what already exists.
- Active climate protection and climate adaptation.
- Cooperative urban development with strong partnerships.
- Innovative land development.
- Neighborhood-based approach.
- Integration of all population groups and promotion of a diverse society.
These key objectives were defined
"Urban structure and housing"
- Rastatt's history as a baroque and fortified town remains the tangible backbone of the city.
- Green and open spaces are an elementary component of the urban structure and fulfill important functions in terms of ecology and urban climate.
- The districts retain their village structure and their independence.
- Districts and neighborhoods have their own identity and attractive public spaces.
- Conversion sites and other potential areas are being transformed into new urban building blocks through innovative concepts that provide impetus to the neighborhood.
- Moderate urban growth is promoted.
"Living together, education and culture"
- The public space is a meeting place and accessible to all.
- Rastatt responds to the needs of children, young people and young adults and creates services at local, district and city level.
- Rastatt is family-friendly.
- Rastatt responds to the needs of senior citizens and creates good conditions for ageing in familiar surroundings.
- New forms of participation are being established at neighborhood level so that the population can play an active role in shaping their living environment.
- The administration works transparently and provides information for all population groups, digitally and in individual cases in several languages.
- Town, street and palace festivals are part of Rastatt's cultural offerings.
- The reorganization of the sports landscape strengthens club cooperation and utilizes synergy effects.
"Climate, nature, recreation, environment and agriculture"
- Nature conservation, climate protection and ecology have a high priority and are part of the self-image of the city administration and the population.
- Green spaces, forests and waterfront areas are easily accessible and offer opportunities for recreation.
- Climate adaptation measures urgently need to be developed at all scale levels in a network.
- Rastatt's carbon footprint is to be gradually improved and climate neutrality achieved ahead of the statutory target.
- Strengthening regionality as a joint task.
"Labor and the economy"
- Rastatt creates good conditions for companies and employees.
- Rastatt continues to develop existing business parks and moderately promotes the establishment of new businesses.
- Mixed-use neighborhood development enables small-scale commercial development.
- The city center offers a variety of recreational opportunities and combines working, living, shopping/supply, public life, recreation and climate adaptation.
- The city maintains a partnership-based relationship with local companies.
"Mobility and transportation"
- Rastatt should meet the mobility needs of the population in terms of accessibility, accessibility, barrier-free access and safety.
- The function as an economic and living space should be strengthened through sustainable transportation options. Commuter traffic in particular should be reduced through sustainable transportation options.
- Noise and pollutant emissions caused by traffic should be minimized.
- The quality of public spaces should be improved.
- Traffic areas should also be able to be used as meeting spaces.
- Shorter distances and more greenery in public spaces should improve the urban climate.
- The proportion of private motorized transport is to be reduced by strengthening sustainable mobility.
