What is a certificate of eligibility for housing?
A Wohnberechtigungsschein is a document that you need in order to conclude a rental agreement for social housing. It is valid for all members of your household and is issued for a period of one year. Two copies of the Wohnberechtigungsschein must be given to the landlord when you apply for social housing. A certificate of eligibility for housing only offers the possibility of concluding a rental agreement and does not automatically entitle you to a social rental apartment.

- The additional need for living space or rooms or even handicapped-accessible equipment can be recognized for people with disabilities (GdB at least 50) if they are dependent on special housing needs due to their health restrictions.
- In order to assess such additional needs, the town of Rastatt regularly asks a public health officer at the Rastatt district health department for an opinion. This may require a personal visit to the public health department. Early planning is advisable.

- You currently live in Rastatt and are registered here as your main place of residence,
- You do not currently live in Rastatt, but have already received a written confirmation for a specific social rental apartment in Rastatt,
- You already live in a social rented apartment in Rastatt and want to move to another social rented apartment within Rastatt (even within the same building)
Prerequisite for a certificate of eligibility for housing
Procedure
People who meet the requirements for a certificate of eligibility for housing and live in Rastatt can apply for this at the Rastatt Citizens' Office. To do so, they must first complete the application for a (PDF) (207 KB) housing entitlement certificate.
Once all the documents are complete and the fee of 23 euros has been paid, those entitled will receive the housing entitlement certificate by post from the Citizens' Office.
Note: A so-called fictitious certificate/tolerance does not entitle you to apply for a residence entitlement certificate. Exception for tolerated stay: There is an obstacle to deportation confirmed by the foreigners authority.
Required documents
The required documents depend on the individual case, but include, among other things
- Wage/salary statements for the last twelve months prior to application (e.g. for hourly wages or marginal employment)
- Employment contract for employment commencing within the last twelve months prior to application
- Income tax assessment notice from the penultimate calendar year before the application for proof of: Income from self-employment, business operations, capital assets, renting and leasing or income-related expenses recognized in excess of the lump sum
- current notifications including calculation sheets for the following transfer benefits: Asylum seeker benefits, unemployment benefit, citizen's allowance, basic income support
- current pension payment notifications: Old-age, survivors', disability, ZVK, company pensions, pensions and pensions from private insurance, pension payments
- current notification of the vocational training grant (BAFÖG)
- current proof of maintenance received/paid in the last three months
- current proof of child benefit, childcare allowance, parental/educational allowance received in the last three months, etc.
Further proof required
- Severely disabled person's pass/notification from the pension office if a degree of disability of at least 50 percent is taken into account and application for additional living space/rooms and/or equipment suitable for the disabled
- Valid ID/passport of all household members moving in with you. If you come from another European country, you will need a national ID card; if you come from a non-European country, you will need a foreign passport and a residence permit valid for at least twelve months.
- Maternity passport: An unborn child can be taken into account as a household member from the fourth month of pregnancy.
- Proof of custody when applying for additional living space and number of rooms for underage children not living in the household, even if custody is shared. However, this does not apply to weekend/holiday visits to the other parent.
- Certificate of registration of a member of the household living in Germany who is not yet living in the applicant's household at the time of application.
Costs
Since December 1, 2020, a fee of 23 euros has been payable for each residence entitlement certificate in accordance with the statutes of the city of Rastatt on the collection of administrative fees. This fee must be paid regularly when submitting a processable application for a certificate of eligibility for housing. Regular recipients of citizen's allowance and basic income support are exempt from this fee.
